I noticed this problem again today and went to confirm the
configurations (see attached screenshot).

So, it doesn't seem to be a "simple" answer :/

I posted a duplicate issue over a #512716: Signup email token
replacement problem [1]. Doesn't add much additional information, but
confirms the bug for two more people.
